If it's the enemy you're talking about, check the jungle in hardmode, it's not gonna take long at all. Nope, there are 3 types of critter turtle, and 2 types of enemy turtle. Critters are: sea turtle, jungle turtle, and turtle. The enemies are: ice tortoise and giant tortoise. Im looking for the 3rd critter.

I've gotten plenty of Ice Sickles and even meet Tim 4+ times in the time I've taken to grind, yet I still haven't gotten a shell. I think the drop rate (at least in expert mode) should be 2% or that Ice Tortoises should spawn faster. Even with water candles I only encounter about 1 every 2 minutes.
