For me, Lusat's superiority is a very situational. With Azur's crown, Comet Azur, and the unlimited FP for 10 second flask, it's better. Outside of that, not enough damage for the FP cost added to spells. I would take Carian Regal Staff 99% of the time. Lusat's is only useful for boss cheese, and even then, Carian Regal Staff does just fine.
Meteorite staff + rock sling was like the early game combo for me and i suspect many others. I used it to poise break and do respectable damage to enemies with high magic resist since it does physical damage. Such a good staff early on. My honest recommendation is to get Lusat’s, Azur’s, and the Carian Regal staff to +9 and pick a favorite.
