Yes it is bugged. One trick I learned from some guy in my team is when you finish last bosses and yellow bars keeps spawning. Kill them, grab the sword and go over the edge and switch to different weapon. By doing this you are dropping swords off the map and this stops yellow bars spawning. Helping you to end encounter.They are rare on normal. You need to be super efficient and fast to increase the odds. Only 3 are needed for the triumph and most people should hopefully have 3 before resetting Xur's reputation (80-ish Dares). Running Legend Dares increases the chances of lightning rounds considerably.
