As frustrating as it is, i do recomend going to some of those cleared locations (or look at a video guide to see exactly where some stones are, and if you remember picking them up). I had to ramp my horse over the fence to get it, as I'd missed it during the Diplomatic Immunity quest. The last one for me was in Mistveil Keep.
