The fix here did get rid of artifacts, but inside the shrines my framerate drops under 20 fps. So possibly i need to go back to before set at 3x the artifacts are negligible and fps much better.

The Dynamic60fps++ mod will allow up to 60 fps. If your cpu can't handle it then it will run below 60, but it won't slow the clock time. (No slow-mo effect) Intel i9. It just seemed like the mod doesn't work at all. I'll try activating both static 60fps & dynamic to see if it changes.
