I can confirm that it is not a corrupt file. I tried the nsp from multiple sources. Like the OP, I am updated to 16.0.3. I used tinfoil and it just slows to 0.0 at the end of the install. The solution for me was putting the nsp on my SD card and used DBI to look for it on my SD card, and then installed it that way.Downloading the update will allow players to proceed past that point.
