I lucked out though and when I went to clear it, it was almost entirely empty of zeds because we had recently cleared the nearby prison and I think the game redistributed the population around the cells, because it seemed odd to only see 5 or 6 zeds in total there.

Coming from East, you need to turn North right after the "Black Coffee" place, leaving the main road onto the grassy section, then find your way through the maze of broken down roads. You have to go before the world erodes, otherwise the random trees and shit will make using a car impossible; additionally, there's a city's worth of zombies along and near the base itself, very condensed.
