Combat runes can be obtained from barrows at a very low level if you are willing to just kite the melee brothers around their coffins. I did that at 30ish defense and 40 magic. It is slow but kind of fun. Most other runes can be bought. Apparently the tiara doesn't work though so the talisman working pre-mep2 might be a mistake. If you’ve been grinding gotr and happen to get a catalytic talisman then you’re golden, but it could take 20+ hours for you to get one. The list took me about 20 minutes to take to the death altar, most of the stuff will be in your bank already.

Took me around 250 casts or so to do my 158 devils task so around 500 runes, and I had about 1.5k death runes before my task from doing some barrows.
