Apr 4, 2020 · I tried not allowing, allowing or forced empire spawning in the 'select empire' screen and playing as another empire and in-game, I typed 'observe' and the custom empire I want either spawns as a regular independent empire or is not in the game at all. This is the eighth time I repeated this and it never spawns as fallen empire.
