A governor works to limit RPMs. A throttle stop works to limit power. So if you back out the throttle stop and gain RPMs, it is because the engine is making more power and you are still under the governor setting. On the top of the motor is the governor arm. If you move the position of the spring to the outside hole you can pick up a couple hundred rpm. I haven't had any trouble with it but with anything you can't hold it pinned all the time. This is done on a predator 212 Coleman ct200u, and a Manco Thunderbird with a 196 from the Coleman.
