I think something that hasn't been considered much, is that it's a really strong staff (BiS) for normal spellbook pking. Considering there's no sang staff, compared to SoTD it should be a 20% DPS increase for mage. Yeah the volatile staff has the cool spec, but I think the harmonised orb is probably just as big of a PvP upgrade for pking.
