Took off the cover over the gear inside that turns the transfer case (the part with the wires). what you find inside is this.

To cut to the chase, I opened up the center 4wd actuator top black plastic cover (5 screws) and found rust and other corrosion. Cleaned up the corrosion, sprayed everything down including connectors with electric connector cleaner spray and bingo it all worked.
