The Galleon ship, Sepermeru in the alley by the priests at the end there is a armourer a T4 can spawn there, Zoara of the Marshes. Also at the Pagoda of Endless Lusts in the jungle there is a T4 armourer Fia. They are not guranteed spawns you may have to kill for a while to get them to spawn.
