Why won't my villagers restock

My villagers all have access to a lectern and bed, but they won't restock. I have broken every lectern and every bed and replaced them, waiting to see the green sparkles over each lectern before moving on. However, when I placed the lectern down I only saw green sparkles over the lectern not the villager..

I have this issue sometimes in my trade halls and I find the simplest way to solve is to isolate the villager.
