Steam Deck is a PC and it doesn't require players to use Steam client - you can even use Epic Game Launcher there. The real question is does Bethesda/ZOS supports the ESO launcher on Steam Deck. It may work without any help from them, but a confirmation by a Deck owner or ZOS would be nice.
You can definitely play Oblivion and Skyrim on the deck EZ. Fallout 3 and New Vegas are on the same game engine as Oblivion, they work great too. You can start with either. Oblivion comes before Skyrim, but either works fine as an entry to the series. Oblivion definitely feels like an older game, but it's pretty fun.

If it's not, then the Stadia version of the game is. Unfortunately though, ESO runs at 30 Fps on Stadia though, but at least you can play it. But you need to do run some console commands in the desktop to get Stacka to pick up the Steam Decks controller. Once you have though, it runs great.
