When they stop training they take the backpack off and dump the food out to get the pack ready for next use... leaving the food on the ground. Solution, remove all backpacks from the fortress unless you want to send them army on a mission out of the fortress. #1. Mitigations to avoid miasma spreading include: 1) enclose butcher/kitchen/still completely and use a door for access.
