This is super confusing: you are hardly the first to ask this question. For the thrall crafting time multiplier: Lower = faster Higher = longer But don't set it to 0, that does nothing. Your example of 0.22 would make it about four and a half times faster than normal.

Pretty sure the animal pen crafting time multiplier is the right one. Just needs to go higher not lower like you had it. I'm not at home so I can't login to check for sure. Also you don't have to rebuild the animal pen but you do have to restart any taming in it for the new speed to work
