I am having the exact same problem with my 2001 Windstar. I took it to a mechanic and had the code read and they came back with C1185, C1198, and C1214. C1185 is the internal relay for the ABS control module and controls the othe two associated codes. I called a local Ford dealer and the ABS control module costs about $250.00.

It appears the relay is part of the ABS control unit and not serviceable separately. Checked codes: C1185 (ABS power relay circuit failure) and C1230 rear (ABS sensor input circuit failure). Carried out checks on HCU to make sure it's got good power on connector pins. Checked out good. So, installed NEW ABS module (OEM) programmed correctly, and C1185 went away.
