FYI Moonveil did not avoid nerfs. Its stagger damage was significantly decreased, but that wasn't documented in the patch notes. It's now equivalent to the stagger on the Unsheathe weapon art (the default weapon art on the Uchigatana), which is still good but not absurd.

It's still your best bet for an int/dex build, IMO. It's even really good with just int. I myself used it with all the minimal dex requirements and it performed great for me. Keen uchi will be better once people understand how to dodge moonveil. (Assuming this is about pvp) Edit: you can dual wield uchi, put seppuku on one and put bloodfang dash on the other, really broken (in a good way) If a weapon uses somber stones, it goes to 10.
