Appreantly sharks no longer swim up if you're on the top of the ocean biome. I was just staying there for 5-10 minutes waiting for any sharks to swim up, decided to head won to the bottom and found 4 sharks just laying on the ocean floor. I think their AI changed so you actually have to swim around for them to chase you.
