They do, but only once they reach a particular size (and I think they can ask any ruler of their faith, not just the founder). Generally speaking, the more they get used, the bigger they'll grow. they don't upgrade their holdings.

Instead, you grant the barony title owner a county somewhere, and it will remove the barony title from them.
