Yeah this ♥♥♥♥ is broke. When you open friendslist and go to the friend right click and go to broadcast it ALWAYS says failed to load broadcast. It will only work if I go to the steam support, find broadcasting, click on try it here and then try it cause it opens in the browser form, but not in the chat window form. So there's a simple work around. If you have the game you want to watch, you can right click the name of the person playing it from the entry in your library, and select watch from there.
