Okumura's palace was rather underwhelming for me as well. I liked the space theme at the final parts of the palace. That was unique and I think the enemies were rather fun there. The music I found decent as well as the earlier level designs. Although, saying that Okumura's palace was underwhelming means when it is compared to the other palaces.

I’d recommend going to atleast lvl 45. iirc 41 is on the low end, but possible. If you're playing on Hard I'd suggest 45 to give yourself some leeway. I think the general recommended level was 10 per palace. I'm playing on normal actually. I'll probably grind to 43 and then try the fight. I wouldnt say 41 is low end.

At least in Royal, I went into Mementos after Futaba's Palace for the new area (the fifth one, available from 8/30 onward), and picked up a bunch of Liquid Mercury from the boxes on that stretch; repeatedly doing so got me enough to craft the Perma-Pick by the time I left since I'd gotten my item drop rate partly up from Jose.Always had Makoto and Joker have the bracelet that recovers 3 sp per turn for palace runs. Usually can get through the whole thing in a day. If you get low just wait for a weak enemy and leave one behind and recover sp that way hahah.Speaking from the minority, I actually liked the Okumura Palace and arc. Also, boss fight is a huge endurance fight, you seriously need to abuse every weakness so you get to the last robots without wasting time.
